In April 2018, the Foundation hired Ms. Decker as our new President/CEO. Over the last 27 years Ms. Decker has held leadership positions in community economic development and has specialized in rebuilding or constructing nonprofit development organizations in both urban and rural communities. Prior to joining the Foundation, Ms. Decker was the CEO of Rural Action a membership based community development corporation in Appalachian, Ohio, working to build a more just economy through leadership development, social enterprises and environmental restoration.
Karthick Ramakrishnan , PhD, professor and Associate dean of the School of Public Policy at the University of California, Riverside
Karthick Ramakrishnan is professor of public policy and political science at the University of California, Riverside, and founding director of its Center for Social Innovation. He has published many articles and 6 books, including most recently, Framing Immigrants (Russell Sage, 2016) and The New Immigration Federalism (Cambridge, 2015), and has written dozens of opeds and appeared in over 1,000 news stories. He was recently named to the Frederick Douglass 200 and is currently finishing a book entitled Citizenship Reconfigured (Cambridge, 2020). He holds a BA in international relations from Brown University and a PhD in politics from Princeton.
Ramakrishnan is also a Board Member of The California Endowment, Chair of the California Commission on APIA Affairs, and Director of the Inland Empire Census Complete Count Committee. Ramakrishnan directs the National Asian American Survey and is founder of AAPIData.com, which publishes demographic data and policy research on Asian Americans and Pacific Islanders.

Celia Cudiamat, Senior Vice President, Grants and Community Impact, Inland Empire Community Foundation
Celia Cudiamat is Senior Vice President of Grants and Community Impact at Inland Empire Community Foundation (IECF). Her main responsibility is to provide leadership and primary oversight for all grants and scholarship programs which includes competitive grantmaking, field of interest programs, donor-advised giving, initiatives, and special projects. One of her major roles is to assist donors in developing strategies to fulfill their philanthropic goals, create specialized grant and scholarship programs, promote collaborative funding strategies, and diversify their grantmaking objectives. She also cultivates, secures, and stewards private/public sources of funding for IECF charitable giving to meet community needs. Celia served and volunteers as a grant reviewer for various funding entities, local and statewide. She is currently the Chair of the Funders Alliance of San Bernardino and Riverside Counties. Celia is an alumnus of the University of California, Los Angeles.
